Born on August 15, 1969, in Moscow. In 1992 Mr. Buyanov graduated from the Moscow physics and engineering institute (MPHEI) specializing in applied mathematics and physics.

From 1992 to 1994 he was an intern researcher at the Institute of mechanics problems of the Russian Academy of Sciences. Mr. Buyanov has been with SISTEMA JSFC since 1994. In 1994 and 1995 he held various positions at the SISTEMA’s property complex. In 1995 he was appointed chief of the administration at ZAO SISTEMA-INVEST later becoming vice president of SISTEMA-INVEST. In 1997 he was appointed first vice president of SISTEMA-INVEST. From 1998 to 2002 he served as the vice president of Mobile TeleSystems JSC. In July 2002 Mr. Buyanov was appointed vice president of SISTEMA JSFC, chief of the financial restructuring department.

From September 2002 he has been the first vice president of SISTEMA JSFC, chief of the finance and investment complex.

Simon Vine is Head of the Fixed Income and Currency Markets Division of Alfa Bank. His responsibilities include structured finance, fixed income sales and trading, international and local markets, and foreign exchange (FX). His division provides a world-beating financial advisory service, and currently accounts for over 40 per cent of the Russian inter-bank market volume in FX trading.
Prior to joining the Bank in 1998, he was Senior Director of derivatives at American Express Bank. He managed a proprietary hedge fund at Refco, the Foreign Exchange and Metals Options Group at Union Bank of Switzerland (UBS), and foreign exchange trading at Société Générale both in inter-bank activities and on the floors of the Philadelphia and Chicago Exchanges. Vine holds an MBA from Columbia Business School (US) and a BA from the Institute of Finance and Economics in Moscow. He was born in Moscow on 19 September 1966.

Andrew B. Somers became President of the American Chamber of Commerce in Russia in December 2000, bringing with him 25 years of corporate and entrepreneurial experience in Russian and American business, legal and political environments.

From 1989-1995, Mr. Somers was Executive Vice President, General Counsel and member of the Board of American Express TRS Company, with operations in over 70 countries and generating most of the revenue of the American Express group of companies. Mr. Somers was also special adviser to the Chairman of the Board of American Express Company on the Russian market. From 1973 to 1989, Mr. Somers held legal positions for American Express in New York and London.

Subsequent to his corporate career Mr. Somers formed his own consulting firm. He made extended business trips throughout the Russian Federation and gained extensive knowledge of the Russian marketplace. He successfully negotiated with regional Russian authorities to secure federal intervention against local regulatory obstacles. His firm organized development ventures among international hotel companies, construction and architectural firms and local governments, providing clients with practical and legal advice on overcoming barriers to foreign investment. Mr. Somers also maintained his own law firm in New York, advising both the U.S. State Department and private clients on commercial and legal issues involving the U.S. and Russian interests.

He received his law degree from Columbia University and a Master’s Degree in Russian History from Columbia University's Harriman Institute.

Andrei Kozlov is the First Deputy Chairman of the Central Bank of Russia. He joined the Russia’s central bank, Gosbank of the USSR, as senior economist in 1989. In 1991, Gosbank of the USSR was renamed into the Central Bank of the Russian Federation and Kozlov’s responsibilities at the bank included the securities operations methodology and cash flow regulation. In 1996, he took the position of Deputy Chairman of the Central Bank. Appointed First Deputy Chairman in 1997. Prior to re-joining the Central Bank in April 2002, Kozlov had a three-year experience of acting as Chairman of the Board at Russian Standard Bank (in 1999-2000), a private advisor on banking business re-engineering (in 2000), General director of Mir Aeroflota travel company, and as Managing Director at Financial Services Volunteer Corps (2001-2002). He is a graduate of Moscow Institute of Finance in international economic relations. Kozlov was born in Moscow on 6 January of 1965.

Nandan joined Citibank in 1988 in Delhi, India to help setup the Consumer Bank. In his 12 years with Citibank India, he has held various positions in Operations, Credit, Customer Service, Sales and Marketing. In 1998 he setup and managed an Internet based banking business in India.

Nandan moved to Moscow in April 2002 to build the consumer business for Citibank. Prior to his move to Moscow, Nandan was based in Tel Aviv as CEO for Citibank in Israel and was responsible for setting up Citibank’s business in Israel in 2000.

Nandan holds a degree in Finance and Marketing from the University of Massachusetts. He and his wife, Deepa, have a son and a daughter.

Sergey Pakhomov is Chairman of State Debt Committee of the City of Moscow from January 2000. In 1975, he graduated from Voronezh State University. After completing his post-graduate studies between 1976 and 1979 he dealt with scientific research on Western economic history, financial and banking system and later worked as a consultant on international banking and finance. Between 1993 and 1997, Mr. Pakhomov supervised project finance and investment activity, and later headed the Treasury at two top Russian banks – Russian National Commercial Bank and Moscow Bank for Reconstruction and Development. In 1997, he was appointed First Deputy Chairman and starting from 1999 – Acting Chairman of the Committee of Municipal Debt, Securities and Capital Market Development of the Government of the City of Moscow (former name of State Debt Committee of the City of Moscow). Sergey Pakhomov was born in 1952 in the city of Orel.

Mr. Geiger has a distinguished career of 25 years in international banking, working with KfW, Chase and Midland Montagu (HSBC), in Frankfurt, New York, London and Hong Kong. His work encompassed Business Development, Risk Management, Equity Investments and General Management. He left Chase in 1989 after 15 years of service as Managing Director of Chase Investment Bank Hong Kong (Corporate Finance, Project Finance and Advisory Services). From 1989 to 1993 he worked for Midland Montagu (HSBC) in London where his last position was Managing Director, Head of International Midland PLC and was a member of the Management Committee.

He has been with the EBRD since May 1993. Mr. Geiger is Austrian and has excellent knowledge and understanding of the mentality and business custom of Eastern Europe and its financial sector based on professional experience and cultural background. He has extensive experience and track record in complex restructurings and privatisations and is a leading “deal-doer” in EBRD’s Banking Department. He holds a Doctorate in Law from Innsbruck University and a Postgraduate Degree in International Finance from the College of Europe in Bruges, Belgium.

Joined the Ministry of Finance of the Soviet Union as an economist with the Industrial funding department in 1970 and directed the Department of finance, prices, and currency from 1988. Since 1990 her responsibilities included the management of the Ministry’s department of currency, securities and finances. In 1993 Ms. Zlatkis was appointed Director of the securities and financial market department, and Director of the Internal government debt department between 1998 and 2000. She is the Deputy Finance Minister of the Russian Federation from August 2000. Ms. Zlatkis is Honored Economist of the Russian Federation. She is a graduate of the Moscow Finance Institute in finance and economics. Ms. Zlatkis was born in Moscow on 5 July 1948.

Scott is also the European Criteria Officer for Financial Institutions Ratings. Before this, he managed Financial Institutions Ratings for southern Europe. Prior to joining Standard & Poor's, Scott worked for the Federal Reserve Bank of San Francisco for six years as a senior financial analyst in the Department of Supervision, Regulation, and Credit.

Scott holds Master of Business Administration degree in International Finance from the University of California at Berkeley, and a Bachelor of Arts degree in Soviet Studies and Russian Language from Ohio State University. He also studied Russian language and history at the Pushkin Institute in Moscow, Russia.

Christof Rühl joined the World Bank as a Senior Economist in 1998 and became Chief Economist of the World Bank's Russia country department in February 2001. In 1996 he joined the Office of the Chief Economist at the European Bank for Reconstruction and Development (EBRD) in London as a Principal Economist. Previosuly Mr. Rühl worked in academia: From 1991, he was Assistant Professor at the Economics Department of the University of California at Los Angeles (UCLA), and earlier held positions as Research Associate at the universities of Bremen (1986-88) and Hohenheim in Stuttgart, Germany (1988-91). Mr. Rühl, a German national, graduated in economics from the University of Bremen. Over the years, he also accepted visiting positions at various universities and research institutions, among them the Graduate School of Business at the University of Chicago (1997), the University of Western Ontario, Canada (1995), the Institute for Advanced Studies, Vienna (1994), and the Central European University in Prague and Budapest (1994-96). He has published a number of books and numerous articles. His areas of specialization are macroeconomics, monetary economics, and the economics of the transition from central planning.
