Tumanov joined Alfa Bank in June 2001. Prior to that, he was Deputy Chairman of the Board of Directors at Nikoil Group, Moscow (2000?2001) and Head of Banque Unexim (Suisse), Geneva (1998?2000). From 1994 to 1997 he worked in the US, first as Managing Director at Hermes Capital Management, and later as Head of the International Corporate Finance Department at Ladenburg Thalmann International, New York, a subsidiary of Ladenburg Thalmann, one of the oldest US investment banks. From 1990 to 1994 Tumanov was Deputy Chairman of the Board at Mosbusinessbank. Prior to that he worked at Zarubezhstroybank and Vneshekonombank in Moscow.

Tumanov graduated from the Moscow Finance Institute in 1986. In 1990 he was awarded a PhD in economics. He also completed the advanced management programme at Wharton School and the financial management programme at Harvard Business School.

Prior to joining DrKW Adel was at UBS Warburg for 5 years in Debt Capital Markets. During this time Adel worked on many major Corporate and Sovereign transactions including the Russian Federation, Ukraine, Lebanon and Cyprus.

Kurt Geiger

Mr. Geiger has a distinguished career of 25 years in international banking, working with KfW, Chase and Midland Montagu (HSBC), in Frankfurt, New York, London and Hong Kong. His work encompassed Business Development, Risk Management, Equity Investments and General Management. He left Chase in 1989 after 15 years of service as Managing Director of Chase Investment Bank Hong Kong (Corporate Finance, Project Finance and Advisory Services). From 1989 to 1993 he worked for Midland Montagu (HSBC) in London where his last position was Managing Director, Head of International Midland PLC and was a member of the Management Committee.

He has been with the EBRD since May 1993. Mr. Geiger is Austrian and has excellent knowledge and understanding of the mentality and business custom of Eastern Europe and its financial sector based on professional experience and cultural background. He has extensive experience and track record in complex restructurings and privatisations and is a leading “deal-doer” in EBRD’s Banking Department. He holds a Doctorate in Law from Innsbruck University and a Postgraduate Degree in International Finance from the College of Europe in Bruges, Belgium.

Alexandr V. Zakharov was born in Moscow in 1955. After graduating from Moscow G.Plekhanov Institute of National Economy he later got an academic degree at the USSR Foreign Trade Academy. In 1976-1991 A. Zakharov worked at the USSR Chamber of Commerce and Industry. Since January 1992 he has been the Chief Executive Officer of the Moscow Interbank Currency Exchange (MICEX).

Being at the head of the MICEX, A.Zakharov also holds the position of Chairman of the Council of the International Association of CIA Exchanges (IAE CIS). He is also Co-Chairman of the Council of the National Foreign Exchange Association (NFEA); a member of the board of directors of the National Stock Market Participants' Association (NSMPA); a member of the presidium of the board of the RF Chamber of Commerce and Industry, and a member of the board of the Russian Union of Industrialists and Entrepreneurs (RUIE).

A.Zakharov has been awarded the honorary Diploma of the RF Government "For outstanding personal contribution in the development of the currency and stock markets in Russia". By the order of the President of the Russian Federation A.Zakharov has been assigned the title of "Economist Emeritus of the Russian Federation".

Bella Zlatkis

Ms. Zlatkis is the Deputy Finance Minister of the Russian Federation. Joined the Ministry of Finance of the Soviet Union as an economist with the Industrial funding department in 1970 and directed the Department of finance, prices, and currency from 1988. Since 1990 her responsibilities included the management of the Ministry’s department of currency, securities and finances. In 1993 Ms. Zlatkis was appointed Director of the securities and financial market department, and Director of the Internal government debt department between 1998 and 2000. She is the Deputy Finance Minister of the Russian Federation from August 2000. Ms. Zlatkis is Honored Economist of the Russian Federation. She is a graduate of the Moscow Finance Institute in finance and economics. Ms. Zlatkis was born in Moscow on 5 July 1948.

Born on August 15, 1969, in Moscow. In 1992 Mr. Buyanov graduated from the Moscow physics and engineering institute (MPHEI) specializing in applied mathematics and physics.

From 1992 to 1994 he was an intern researcher at the Institute of mechanics problems of the Russian Academy of Sciences. Mr. Buyanov has been with SISTEMA JSFC since 1994. In 1994 and 1995 he held various positions at the SISTEMA’s property complex. In 1995 he was appointed chief of the administration at ZAO SISTEMA-INVEST later becoming vice president of SISTEMA-INVEST. In 1997 he was appointed first vice president of SISTEMA-INVEST. From 1998 to 2002 he served as the vice president of Mobile TeleSystems JSC. In July 2002 Mr. Buyanov was appointed vice president of SISTEMA JSFC, chief of the financial restructuring department.

From September 2002 he has been the first vice president of SISTEMA JSFC, chief of the finance and investment complex.

Alexei Novikov is the General Director of Standard & Poor’s EA-Ratings, the first and leading domestic credit rating firm in the Russian Federation, and Standard & Poor’s Analytical director for Russia and CIS countries. Dr. Novikov has overseen the expansion of Standard & Poor’s EA Ratings’ services to include credit assessments of sub-sovereign governments, corporations, infrastructure companies and financial institutions. His responsibilities also included marketing and analytical integration with Standard & Poor’s under an affiliation agreement entered into by the two companies three years ago.

From 1997 to 2001, Dr. Novikov was a council member at the Institute for Urban Economics and the director of IUE’s Municipal Finance and Inter-budgetary Relations Department. From 1993 to 1996, he was employed as a consultant to the Analytical Center of the President of the Russian Federation. A specialist in municipal finance, fiscal federalism and national and urban policy, Dr. Novikov has 19 years of research experience in regional and urban economics of the United States and Russia. He has participated in a wide variety of international academic and consulting projects in the United States, United Kingdom, Germany and other countries. Dr. Novikov holds a doctoral degree in fiscal federalism from the Russian Academy of Sciences.

After joining the World Bank as a Senior Economist in 1998, Mr. Christof Rühl became Chief Economist of the World Bank's Russia office in February 2001. In 1996, Mr. Rühl joined as a Principal Economist the Office of the Chief Economist at the European Bank for Reconstruction and Development (EBRD) in London. Previosuly he has worked in academia: In 1991, he became Assistant Professor at the Economics Department of the University of California at Los Angeles (UCLA), and earlier held positions as Research Associate at the universities of Bremen (1986-88) and Hohenheim in Stuttgart, Germany (1988-91). Mr. Rühl, a German national, graduated in economics from the University of Bremen. Over the years, he has also accepted visiting positions at various universities and research institutions, among them the Graduate School of Business at the University of Chicago (1997), the University of Western Ontario, Canada (1995), the Institute for Advanced Studies, Vienna (1994), and the Central European University in Prague and Budapest (1994-96). He has published a number of books and numerous articles. His areas of specialization are macroeconomics, monetary economics, and the economics of the transition from central planning.
